The admissions process for universities and colleges abroad is different for each school-just like it is for most U.S. colleges and universities.
Luckily, every university and college abroad has an international student section of their web site with details on what students need to apply. There is always an application, most will ask for a transcript of your completed courses with GPA, a personal essay, and references and/or letters of recommendation.
For graduate school, the university will usually require acceptable scores on LSAT (Law), MCAT (Medical), GMAT (Business), and GRE (all other majors exam).

Your Grade Point Average (GPA) requirement is also different for each college/university. Most require a 2.8-3.0
GPA, but other more competitive schools are looking for a
3.5. Don't fret, in some cases, a GPA of at least 2.0 will get you in. Application deadlines are also all different. Luckily, for international students, most universities and colleges have open enrollment so you can apply anytime up to the start of school, as long as there is space available! Private schools have more flexibility with timing of admissions versus public schools, so that is something to consider. But it's best to look at the International Student section of a college/university that interests you for all specific details on admissions.

One of the benefits of transferring from community college is most universities and colleges abroad will take you even if you have just started school. You can apply and transfer with as little as six units and finish your degree abroad! With the budget cuts and waiting lists throughout the California public education system, more students are looking at going abroad in order to get their degree faster than in the U.S.

It also depends on if you will need 3 or 4 years to complete your degree, depending on which country you study abroad in. Either way it beats the waiting lists currently affecting many California students.
