FREE AND CHEAP EDUCATION IN EUROPE
Norway does not charge for all levels, except for specialized programs. But, living expenses are considerably higher than other countries.
Fees are being introduced in 2017 academic years for institutions in Finland, for non-EU country international students, but Doctoral studies will remain free of cost to those who qualify.
France offers a university education for pennies on the dollar compared to U.S. public university counterparts.
If Eastern Europe is your destination, Slovenia is tuition free, only charging a small registration fee, and like many of the European universities, offers many English speaking programs.
Although tuition fees apply to non-EU citizens in Sweden, the country still offers tuition free Ph.D. degrees to international students. If you are selected as a Ph.D. candidate, similarly to many schools in the US, you will not pay fees, but rather receive a monthly salary.
